What counts as a roof repair

A repair fixes a specific problem and leaves the rest of the roof in place. Common repairs include:

Missing, cracked or curling shingles, often after wind or years of freeze-thaw.
Flashing around chimneys, walls, skylights and vents that has lifted, rusted or lost its seal. Flashing is one of the most common places water gets in.
Vents and boots: cracked plumbing-vent boots and damaged roof vents.
Small leaks traced to a specific spot. See roof leak repair.

Eaves-edge problems where ice has backed water under the first rows of shingles.

Repair or replace?

A good roofer should be able to tell you honestly which one you need. As a rule of thumb:

Repair when the damage is localised and the rest of the roof is sound: shingles lie flat, granules are mostly intact, and the decking is solid.
Replace when problems are widespread: curling or bald shingles across whole slopes, repeated leaks in different places, or soft decking.

What the free inspection looks at

The roofer checks the roof surface, flashing, vents, the eaves edge and any visible signs inside (stains, damp insulation, daylight in the attic where they can safely look). You get an explanation of what they found and, if you want it, a quote. Nothing is signed during the inspection.

Hiring a roofer in Ontario: what to check

Roofer is a voluntary trade in Ontario. Certification exists, but it isn’t required, and certified roofers don’t appear on a public register. So a “licensed roofer” claim doesn’t tell you much on its own. Before work starts, ask:

Insurance: can they show liability insurance?
WSIB: do they have workplace coverage for their workers? Some contractors doing only home renovation work for homeowners are exempt for themselves, but businesses with employees must register.
A written contract: required in Ontario for jobs over $50, with the price, scope and timing.
A small deposit: Ontario’s consumer guidance suggests keeping deposits low (no more than 10%).
References: roofing problems can take a year or more to show up, so ask about older jobs as well as recent ones.

Do I need a permit for a roof repair?

Usually not for like-for-like repairs, but it depends on your municipality and on whether the work touches the structure. For example:

Toronto doesn’t require a permit to replace roofing material “provided no structural work is required”.
Hamilton requires a permit to repair roof sheathing.
Barrie exempts re-shingling only if the new roofing isn’t heavier.
Waterloo exempts re-shingling only if the old shingles are removed.
